P1: Kandilli Observatory and Earthquake Research Institute

 

Kandilli Observatory was established in 1868 and was annexed to Bogazici University with the institutional academic status as Kandilli Observatory and Earthquake Research Institute (KOERI) in 1982. Today, KOERI is a multidisciplinary earthquake research organization providing graduate education in Earthquake Engineering, Geophysics and Geodesy supported with 75 academic and technical 30 administrative personnel. The National Earthquake Monitoring Centre (NEMC) of KOERI has been responsible for the monitoring of the earthquake activity in and around Turkey since 1926. KOERI has taken and is currently taking active roles in seven EU FP projects until now. Disaster Preparedness Education Unit (DPEU) of KOERI contributes to the preparation of the community to a destructive earthquake through increased disaster awareness, local preparedness, first response organization and skills across the country. DPEU accommodates the EARTHQUAKEPARK, where training courses supported with an earthquake simulator. DPEU aims to develop, supervise and evaluate training programs on disaster risk management; to prepare and disseminate training materials such as booklets, forms, presentations, videos and CD’s; create a pool of trainers within KOERI; provide training programs at the national level in cooperation with other agencies if necessary; organize national and international seminars, workshop and public activities.

 

DPEU training packages are Basic Disaster Awareness, Community Disaster Volunteers, Nonstructural Risk Mitigation and Structural Awareness for Seismic Safety. In 2010, DPEU  provided Disaster Awareness training to 3771 students and 204 accompanying teachers from 108 schools. Additionally, a total number of 1779 students and 100 accompanying teachers were trained by the community disaster volunteers in ten cities across Turkey. At the professional level, six trainers were certified.

The purpose of the Nonstructural Risk Mitigation training is to promote awareness on the risks of non-structural elements and to introduce methods for mitigation, which were the outcome of an 8-month long research program conducted by KOERI, American Red Cross and Turkish Red Crescent. The Nonstructural Risk Mitigation Technical Training Program is designed for semi-professionals, technicians and experts in the furniture-manufacturing sector.

Within this scope, KOERI has also provided consultancy service to a major telecommunication company to evaluate the existing risks related to non-structural elements in 2010. The consultancy provided a detailed assessment for the system operational center, UPS storage centers, electricity panels and climate control systems. Based on this assessment, a detailed action plan has been submitted as a recommendation based on ASCE 7-05 and FEMA-74 standards, covering all range of issues from ground isolation systems to non-structural element fixing.

 

KOERI is also a partner of the TRIPOD-Training Civil Engineers on Post-Earthquake Safety Assessment of Damaged Buildings Project (funded by Leonardo da Vinci Program under Agreement No EL/06/B/F/PP-148245) and has contributed to the courseware development and pilot training. The main theme is the development of a methodology and a learning platform for the training of technicians involved in post-earthquake building safety inspections.

KOERI will offer the SISMILE project knowledge and training, mainly the Non-Structural (contents and the parts of the building that are not a part of the structural load-bearing system) Mitigation (NSM), through the dedicated staff experienced in the fields described above. We will contribute to the e-Learning creation and diffusion, to increase the professional skills of target groups by training. We will take responsibility to supply the innovative knowledge and technical training program, especially for interior designers and furniture manufacturing sector for the specific prevention of earthquakes. KOERI will also handle financial and global responsibility of the implementation.

P2:Pera Fine Arts Vocational Training Institute

 

 

Pera Fine Arts has been providing vocational and arts training since 1991 in Istanbul in two different locations. It started to do service as a small music course but today it has several different organizations such as; Pera Fine Arts Vocational Training Institute, Pera Fine Arts High School, Pera Art Gallery, Pera Theatre and Pera Language and Arts College (in Canada). Pera Fine Arts Vocational Training Institute which is related with the project, SISMILE, provides arts education and vocational training in more than 30 different subjects such as interior design, restoration, jewellery design, fashion design, graphic design, post-production, web design, music, theatre, dance, public relations, advertisement, etc. by 150 teachers/trainers and 30 permanent staff. Every year it hosts approximately one thousand students in different programmes. It is approved by Turkish Ministry of Education and the graduates can run employment via the diplomas/certificates which also is approved by the Ministry. Pera has a unique character because of the target group and implementation of the training in Turkey. It has close relations with the sector and the training programmes are organized according to the needs of the relevant sectors. Also the target groups of the education programmes are from different ages, different social-economical groups, and education levels. The adults who are currently involved in work life could attend the programmes to improve their current knowledge and skills, by the way, the youth who have not opportunity to follow higher education can take the education and improve their employability. Last target group is people who would like to increase their personal knowledge and skills which are not related with their work life.
In 2004, Pera started to be part of European Union projects. Because of its aim about improving general interest, level and approach to the art and vocational training in Turkey and increase the standards to European level, it has participated and also managed lots of development of vocational training and quality assurance standards projects. More than 20 projects prove the managerial and implementation capacity of Pera in project management.


Pera Fine Arts has roles in the project, SISMILE in two main approaches. One is the coordination of the project. Pera will take responsibility for ensuring the operative collaboration between the partners and will help to strengthen the links between them in order to insure the best cooperation as possible and effective results for intercultural and international communications. Besides providing effectiveness of the communication within the partnership, Pera has responsibility to ensure the parallelization of the work packages in the application to realized works and the quality of the project results according to the promised standards within the proposal.

 

Other main role of Pera is in the development, piloting and dissemination stages. Pera has developed curriculums and training contents in different topics and get approval from Ministry of Education Turkey for its own students until now. Besides it has worked in lots of curriculum/training development projects which are funded by EU. If we take into account that it has also a training programme called “interior design” which has same category students as targeted within this project, it is easily understood that Pera will have a great role in the development of training programme and piloting of it. Pera will reflect the targeted group’s and sector’s needs and expectations for the developed content via bridging developers  and users. Pera will have also role in the dissemination stage thanks to the current great collaborations with the sector which is also provided by the current education about “interior design”. Pera will disseminate the project products by using current close relations to Ministry of Education, schools, training institutes, adult lifelong learning centers, employers, employees, trade union, local authorities and other stakeholders in regional, national and European base.

The Technical University of Varna (TUV), Bulgaria is the second largest technical university in Bulgaria. TU Varna is a leading research centre in renewable energy systems, ecology, software technologies. There are more than 40 research projects running now with a total year budget above 5 million EUR. TU Varna has established contacts in research and didactical areas with many leading Universities of Europe and outside Europe. Research and society-oriented activities realized in TUV: 1) Stable connections with leading companies and the municipality of Varna; 2) Creation of specialized centers; 3) Research financed by own funds; 4) Organization of business-incubators and High-Tech centers.


The Distance Education Centre at the University was established in 1998 under a large PHARE project, financed by the EU. More than 15 projects has been successfully performed through the past 12 years. For two years, it has been providing consultancy language courses and support to the starting e-learning system in Bulgaria. The Department of INDUSTRIAL DESIGN at Technical University- Varna is structurally located in Faculty of Mechanical Engineering and Technologies. Department of Industrial Design was established as an independent unit in April 2009. Since then it has been providing training to Bachelor students in Engineering Design and doctoral students on "Ergonomics and industrial design. Research activities at the department are in the following areas:

  • Ergonomics and design
  • Visual Arts and Design
  • Engineering documentation and engineering graphics

Within the project TU Varna has role in different approaches. First of all, it is going to act as other vocational training partners in all steps of the project. It will analyze the needs of the target group and sector and current training programme contents to clearly understand the cultural – national differences of Bulgaria from other European countries in furniture applications and will develop the content in cooperation with other VET partners and will organize the testing phase. In the development stage, the experience, knowledge and skills of TU Varna Industrial Design Department and The Distance Education Centre will be used. The distance education centre at TU-Varna, with the support from the Industrial Design department and regional VET centres will provide the knowhow, methodology and practice to design and elaborate e-learning contents for online VET training and  dissemination of project products and results ICT based (blended learning, multimedia support etc.).

 

Together with these, TU Varna has great role to disseminate the project results in regional and national and international base via organizing several dissemination activities such as seminars, meetings, newsletter distribution, and so on. The organization has an important task such as providing deeply the involvement of the target group to the project thanks to the yearly connections with employer - employee organizations, VET providers and key authorities which is incredibly important for the sustainability of the project. TU Varna will also work on the translation of the content to Bulgarian language for the multilingualism of the project product.

P4: Romanian Society for Lifelong Learning

 

The Romanian Society for Lifelong Learning (SREP) aims to improve and develop the teaching/learning methods and contexts, improve the degree of involvement in the learning process and the evaluation criteria; ensure easy and permanent access to quality information and advice on educational opportunities; adapt lifelong learning opportunities to the demands of a modern society. Size of institution: 15 full time, 20 part time staff, and learners over 150. At the present SREP is coordinator of one Daphne III project: “BE supportive, NOT violent! Positive parenting for happy children!” (Nr. Ref. JUST/2010/DAP3/AG/1059-30-CE-0396518/00-42) and just ended a Grundtvig project: BASIC-LIFE and 2 Europe for Citizens projects: Contribute to change: young women in political careers and Dialogue with EU in which it is coordinator. SREP has been partner in many European projects and has expertise in project management and quality assurance. SREP has developed and implemented training programmes in different fields such as Interactive workshops with role play and scenarios regarding women involvement in political life, Computer courses for grandparents, Free online course for medical care takers, Active citizenship courses for adults in Iasi, Workshops on EU policies and active citizenship for adults, Workshops with trainers and teachers on issues of e-learning, blended learning and ways to access, European funds, developed and implemented within different European projects, E-learning course for service and maintenance technicians for photovoltaic installations workers within the solar energy sector, Development of courses and teaching materials for the visually and sensory impaired people on issues of climate change, solar system.  
SREP is the representative of Romany which is one of the important earthquake risk areas of Europe within the project. It has experienced major earthquakes such as lived in 1977, left 1650 dead and 10,000 injured. The seismic areas affecting over 60% of the population, so it is very important to know to protect ourselves where the incidence of such natural phenomena.


Currently there are different vocational trainings for people wishing to work within the furniture production sector as unqualified workers or of low qualification. Also, there are different types of paid courses about furnishing and decoration which do not mention issues of safety. Besides, in 2008, 3,3% of the total value of exports from Romania were represented by furniture exports, while the imports constituted only 0,9% of the total. According to the Association of Furniture Producers in Romania (APMR), sales of furniture were in the first six months of the year 2009 amounted to EUR 767.8 million.  Within EU Romania occupied in 2009 the 13rd place in furniture exports and the 20th place in furniture imports, with a total value of communitarian commerce of furniture of almost 40 billion Euro. In 2009 there were around 56.800 workers in this domain and their number was in decline. In the first semester of 2010 it continued to decrease with 13,4 % (7 600 persons).

 

It is clearly stated above Romania needs to have the project, SISMILE to improve the furniture industry and to strengthen the prevention inside buildings against the earthquake risks. The role of the SREP in the project implementation is analysing the content of the current training programmes and the target group to state their preferences and needs, development of the eLearning content which will be tested by a pilot group set up from furniture workers or/and manufacturers, organizing the testing phase, realizing several dissemination activities. The final seminar, thematic meetings, brochures, press releases, internet advertisement, searching for silent partners, accreditation works, translation of educational materials, presentation of the project to the VET providers and etc. are some of the dissemination activities which will be done by SREP. SREP will also attend the transnational partnership meetings and work on the project management.

P5: The Institute of Training & Career Guidance (IEKEP)

 

The Institute of Training & Vocational Guidance (IEKEP) founded in 1990, is a private non-profit organization, functioning in the region of Attica as an accredited vocational training center (No 12101107 by Greek Ministry of Employment). 
Its main activities include:
a) Training services for professionals of various specialties as well as unemployed, covering a wide range of sectors such as constructions, environment, ICT, tourism, culture, basic skills etc.
b) Research activities, mostly on vocational guidance, in cooperation with Public Organizations, European Organizations, Universities etc,
c) Planning, implementation and coordination of numerous national and European projects in cooperation with other national and European organizations
d) Development of educational material and ICT-based tools.


IEKEP has over 20 years of expertise in Vocational Guidance (more than 600 vocational training programmes/over 200.000 hours of vocational training/over 12.000 trainees) as well as administration, audit and management procedures. Being an accredited Vocational Center, its structure includes, according to the relevant national framework, a Manager, a Training Manager and a Training Coordinator, all experienced and accredited professionals. It also employees 3 experienced executives as administrative staff and has a long standing cooperation with a network of at least 50 experts – trainers covering a wide range of sectors. Its function complies with the relevant administrative framework set by the Greek state, including an integrated monitoring and evaluation system running through all its activities.


Through its Training Manager, IEKEP is a member of the Lifelong Guidance Expert Group founded in 2002 by the European Commission.
The role of IEKEP in the project is acting as a VET developer and realizing all activities related with this issue. IEKEP will be responsible for:


a. the realization of research activities as regards the target group so as to adapt the content of the training program to the specific needs deriving from national differences.
b. approaching and sensitizing the target group, sector representatives, stakeholders and key authorities in order to ensure their involvement in the implementation of the project.
c. contributing to the development of the training program and translating it into Greek
d. implementing and evaluating the pilot stage in Greece
e. disseminating the results of the pilot implementation both within the partnership and  wider
f. participating in the revision of the content
g disseminating the final product through activities such as dissemination meeting, web sites, press connections, thematic conferences, meetings with the VET provider organizations, etc

h. mainstreaming activities involving meetings and consultation with key- authorities and accreditation bodies in order to promote the use of the results into standard training programs given the fact that Greece is a country of high seismic hazard.

P6: The European Furniture Manufacturers Federation

 

The UEA is the European association representing the furniture industry (turnover: 98 billion Euros in EU27, more than 1.4 million employees in more than 130,000 SME's). It has 27 national member associations in the countries; Austria, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, France, Greece, Hungary, Latvia, Lithuania, Macedonia, Malta, Moldova, Netherlands, Norway, Poland, Portugal, Romania, Russia, Serbia, Slovakia, Spain, Turkey, Ukraine and United Kingdom. It informs its members about EU issues and legislation and represents the industry within the European authorities.


It aims;
- To maintain and to promote permanent contact between the member industrial organizations and to act as the voice of the furniture manufacturing industry towards other trade organizations, all EU authorities and international organizations such as the WTO, OECD, UNIDO, ETC.


- To establish and represent the general interests of European furniture while ensuring the greatest possible influence on the rules, decisions and directives made or issued by international organizations and authorities.
- To ensure a systematic and a complete awareness among its members of industrial, technical, fiscal, economic, social and research problems of the European furniture industry as well as about the regulations, decisions and directives relating to the industry made at European or international level.
- To act as a link between the furniture organizations in the European countries in connection with the promotion of the sales of furniture in all markets.
- To maintain and strengthen a flow of information between the UEA member federations and the furniture industry at large and to act as a forum of arbitration for the friendly settlement of disputes which may arise between members or individual member enterprises of member federations.
- To represent and promote the furniture industry in its various aspects.
- To this end to bring about its co-operation with national and international exhibitions.
- To promote training of personnel and, in general, to act as a provider of services for the furniture industry.
- To represent the employers in the EU furniture sectoral social dialogue.

Since the mid-nineties, the UEA has successfully managed and implemented various EU-wide projects in areas such as industrial cooperation, environment, technology, information technology, PHARE and OBNOVA programs, social dialogue, … The UEA has managed some 20 projects whose budget ranged from 150,000 to 2 million Euros. All the projects have been implemented on time, delivered outstanding results and deliverables and have never met any financial problem or difficulties between partners.

 

The UEA will undertake any necessary research, survey and training activities during the implementation of the project. UEA has a great role during the realization of analysis in WP2. It will circulate the questionnaires which aim to understand the TG and TS's needs and preferences and will gather the feedbacks of them and will report. The other important roles of this partner are in the piloting stage and dissemination activities. UEA will organize their members for attending the piloting and will report the feedbacks of the piloting stage attendees. In dissemination work package, UEA will organize the main dissemination conference in its country and realize the other activities related with dissemination and exploitation. It is also responsible to realize its tasks about implementation of the project such as development of the eLearning package, attending to the meetings and the other tasks which will be given by the applicant. UEA mainly will be the face of the TG and TS within the project and guarantees the deeply involvement of the members to the project in different steps.

P7: PALAZZO SPINELLI PER L'ARTE E IL RESTAURO ASSOCIAZIONE NO PROF

 

L’Associazione Palazzo Spinelli nasce nel 1998 come centro per la formazione, specializzazione e aggiornamento dei professionisti attivi nel campo del restauro, del patrimonio culturale e artistico e delle produzioni artistico - creative. L’esperienza di questi anni – oltre 1,000 attività, 10,000 lavori di restauro e circa 100 interventi per la valorizzazione del turismo culturale – hanno reso PS uno centro d’eccellenza nel suo campo, sia a livello nazionale che internazionale.
Alla luce di questi fatti, l'Associazione si propone di contribuire alla tutela del patrimonio culturale internazionale, attraverso opportune iniziative finalizzate a sviluppare e validare le attività culturali, artistiche e turistiche, utilizzando la cooperazione e il dialogo tra le culture nel rispetto reciproco delle differenze individuali. A tale scopo l'Associazione svolge molte attività in Italia e all'estero - attraverso una rete di collaborazioni che includono più di 300 organizzazioni e istituzioni pubbliche e private - come la gestione di eventi di interesse scientifico-culturale per la diffusione della conoscenza del patrimonio artistico, organizzazione, consulenza e gestione a tutti i livelli, di scuole e corsi di formazione, di specializzazione e corsi di aggiornamento, e la modifica e la stampa di pubblicazioni e studi, anche mediante formato elettronico e multimediale.
Rispetto a questo progetto, PS ha precedentemente condotto ricerche e lavori attinenti al tema in questione, quali:
ARGOMED – creazione di database e glossari multilingua sulle tecniche relative all’arte e al restauro, per la formazione internazionale di artigiani locali.
PLASTER – creazione di database e glossari multilingua sulle tecniche di restauro (gesso, stucco e pietra artificiali).
RESELTAM – sviluppo di un modello educativo online per la formazione degli artigiani (Certificazione Europea Standard)

 

Palazzo Spinelli eroga corsi di design da oltre 10 anni e mira a sviluppare e trasmettere conoscenze culturali, metodi, tecniche che sono utili nel campo del design e nella progettazione di arredi, il tutto attraverso un rapporto costante con tecnici specializzati del settore produttivo.
Le discipline proposte operano in un contesto educativo pratico dove gli studenti progettano in stretta collaborazione con aziende e professionisti del settore. Relativamente alla valutazione del controllo ed alla riduzione del rischio sismico, il programma di design si propone di fornire conoscenze specifiche e dettagliate sui problemi e metodi per la classificazione sismica, la valutazione dei pericoli, la progettazione antisismica di edifici.
Gli obiettivi formativi sono suddivisi in due ambiti specifici che interagiscono attivamente tra loro: la definizione delle azioni e l'individuazione della risposta. Il curriculum si propone di formare esperti nel campo della prevenzione sismica degli uffici sia a livello locale e sia a livello nazionale.

Nell'ambito del progetto SISMILE Palazzo condividerà queste conoscenze e competenze durante tutte le fasi del progetto: analisi della situazione attuale e sua applicazione, sviluppo del contenuto dell'e-learning, testing con un gruppo pilota e utilizzo dei risultati del progetto quali attività di divulgazione. Soprattutto in fase di disseminazione, Palazzo avrà una forte capacità operativa grazie alle attività di collaborazione con altri fornitori di IFP, enti locali, datori di lavoro e altre parti interessate che si basano sulle esperienze di lunghi anni di Restauro.
Nell’ambito del Salone Internazionale dell’Arte e del Restauro di Firenze che accoglie esperti, studenti ed artigiani rovenienti da diversi paesi del mondo, Palazzo Spinelli intende presentare i risultati del progetto Simile.  Si lavorerà infine sulle traduzioni degli outputs in lingua italiana.

AIDIMA: Furniture, Wood, Packaging and Related Industries Technology Institute - is a non-profit private research association, founded in 1984. It is an association of companies and is registered at the Spanish Inter-ministerial Commission for Science and Technology.

After development, the content will be tested by the target group members and realization of the testing stage in Spain will be under the responsibility of AIDIMA.

 

The revision of the content according to the feedbacks of the piloting stage participants, organization of the national dissemination conference, attending to the partnership meetings, reporting, financial and

administrative management in organizational level, dissemination and exploitation of the project results, and respecting to the quality assurance rules within the project are the main roles of AIDIMA. 

 

AIDIMA will ensure the deep involvement of the target group – sector members to the project implementation and disseminate the product to the target group as wide as possible. The Faculty of Engineering, Yamaguchi University, Japan was established in 1950 and is located in Ube city, Yamaguchi Prefecture.  It has acquired a reputation for active engineering research and high-quality education in seven departments. The Graduate School of Science and Engineering offers Master’s course in 8 majors with 230 student’s enrollment per year and Doctor’s course in 5 majors.  The Faculty and The Graduate School together are supported with over 200 Academic staff members and 60 technical and administrative personnel. 

 

Graduate school department majors of Environmental Science and Engineering, Civil Engineering, Kansei (Architecture and Human Perception) Engineering are specially involved in researches to protect built environments of buildings, infrastructures, lifelines and urban environment against earthquakes and other natural disasters, modeling and applying damage mitigation and planning. Aiming to reduce and minimize human and physical damages, and societal impacts of disasters, it has good and long lasting collaboration with local governments and municipalities in western part of Honshu and Kyushu region for learning from real public needs, from field studies of disasters and dissemination of earthquake research findings and new technologies. It also promotes mutual collaborative researches with private corporations and organizations for practical application and innovative technologies. The graduate school also accepts many foreign students especially from Asian and Pacific countries, shares up-to-date knowledge of practices for environmentally sustainable development and disaster mitigation, and develops advanced technologies for such purposes. 


Yamaguchi University will be the representatives of the Japan in the project which is well – known about the knowledge and experience about earthquakes and its prevention all over the world. The Japanese archipelago is located in an area where several continental and oceanic plates meet. This is the cause of frequent earthquakes and the presence of many volcanoes and hot springs across Japan. Many parts of the country have experienced devastating earthquakes and tidal waves in the past. Because of these dreadful experiences in the country, the seismology science and related with it, structural and non-structural risks prevention knowledge has an important role in the current training systems. The scientists have been working in these issues for years and developed several different training programmes for public and specific target groups. Yamaguchi University has been involved in some training developments and implemented some of them for years.

 

The University would like to share its knowledge and experience with European partners in this project. The experts of the University will actively involve the development of the e-Learning system about designing of the non-structural elements against the earthquake risk inside buildings which targets the furniture sector workers / manufacturers. The education programs content which is currently implemented in our country will be transferred to the project by the Yamaguchi University. The University will also help to adapt this knowledge to European countries necessities.
